🍸Tech & Tonic: Will cooling the planet spark the next geopolitical crisis?

Like with all emerging technologies, Solar Radiation Modification (SRM) – a powerful technology with no clear rules yet in place – is moving faster than governments can keep up. And this may be landing at a volatile moment. Countries are already scrambling over scarce resources, extreme weather is hitting our lives and land hard, and a handful of nations are racing to out-innovate each other on technologies of the future.

Together, these pressures are opening up new fault lines in international relations, and testing the trust needed for countries to cooperate – just when they need it most. The entry of SRM into this fragile mix brings about a new, largely ungoverned layer of global risk. Could SRM deepen the divide between nations, or open new opportunities for governments to cooperate.

Drawing on a year of research into SRM governance, including simulations of crisis decision-making, this Tech & Tonic explores how much agency the EU has to navigate these challenges and shape the global response to SRM.
