Sam leads the Technology and State Capacity incubator at CFG, exploring how emerging technologies can help democracies govern more effectively and get things done.

Sam’s work focuses on practical institutional reforms: how the EU coordinates decisions, how governments hire technical talent, how public procurement can drive innovation, and how institutions can adopt new technologies without sacrificing accountability.

Before joining CFG, Sam worked across Dutch government departments on topics like AI governance and long-term policy. At the Ministry of the Interior, he contributed to the national AI strategy and supported cross-ministry coordination on digital policy.

Earlier, he supported the Dutch Parliament in EU negotiations. His approach combines insider experience of what makes institutions work, and what slows them down, with a focus on turning reform ideas into actionable proposals.
