Bart focuses on the complex and unresearched aspects of emerging tech especially from the regulatory perspective. He works with the Advanced AI team to make safe AGI possible in the EU.
Bart holds a Master of Public Policy from the University of Oxford’s Blavatnik School of Government, as well as an LLB in Law with American Law from the University of East Anglia and Stetson Law School (USA). He has over eight years of experience in EU regulatory advisory and lobbying, having worked with more than 50 clients — primarily Fortune 100 companies — with a focus on the EU Green Deal and digital market regulations.
He is the founder and first director of the Aspen Institute in Poland and has gained political experience on Capitol Hill in the Office of Representative Peter Roskam. Bart was named a GLOBSEC Young Leader (2023) and is a 2025 fellow of the International Strategy Forum. His work and commentary have been featured in The Guardian, Vogue, and Monocle.
